“Although the number of convicted sex offenders grew from 2,768 in 1990 to 3,875 in 1995, the rate of reported sexual offences generally declined in recent years. In 1997, the rate of reported sexual offences was 101 per 100,000 people, a massive decline from a high of 135 per 100,000 people in 1993. Furthermore, there is an increasing amount of research that supports the idea that sex offenders can be treated successfully to allow them to lead crime free lives upon release.”
